We’ve seen it – stuck at 45%, 48% or even 95%. It seems the culprit, at least for now, is the update KB3189866. One simple fix (but maybe not the best) is to download it directly and apply it:

Disabling updates is a very, very bad practice and it should not be used – even if the PC is for personal use.
